Priority Period #1 (Oct 1st) = Household members that are seniors, disabled, have children under 5 yrs old, have a disconnected utility or in danger of disconnection (Disconnection Notice).
Priority Period #2 (Nov 1st) = All qualifying households may apply including priority period #1 household if they have not yet applied .
